Municipal Judge Tracy Staab, who lives outside the city of Spokane, responds to a question about whether the city population doesn’t provide a large enough pool of qualified candidates for judge. The Spokane City Council on Monday voted 4-2 to reject a proposal from City Councilman Bob Apple that would have required municipal judges to live within city limits, and one of the arguments against was that it would limit candidates.
