Shogan and Snyder face off on budget

Spokane City Council President Joe Shogan argues with City Councilman Jon Snyder about a proposal to elminate a deputy fire chief position. The council already had voted to remove the position — a move Shogan opposed. Here he is arguing for flexibility to make it easier to recreate the job. The recording get extra tense around 1:30. “If you think the best way to get this done is to just threaten the council, I think your mistaken,” Snyder told Shogan.
