House to do budgeting on its own…

The House Appropriations Committee - the House half of the Joint Finance-Appropriations Committee - has now scheduled a meeting for 1:15 p.m., after the House goes back on the floor at 1. On the agenda: Introducing 12 new budget bills that apparently will be identical to 12 previously vetoed bills already reintroduced in JFAC this morning, so that they’ll now be House bills the House can act on before its planned unilateral adjournment tomorrow; and two others, an invasive species trailer bill and the ISP budget, that the Senate hasn’t yet acted on, for the same reason.     This does nothing but make the house look like a bunch of irresponsible loons.

    The Senate and Governor have the power in this equation - the House can’t go Sine Die unless the Senate consents. They can’t leave town until the budget is set and even if they do pass all those budget bills out of the House the Senate must pass them, send them back to the House who must then transmit them to the Governor.

    Roberts, Denney, Moyle and Bedke need to wake up and realize that this session will not end without a gas tax increase so they should just buck up and do it.

    Alternatively I think the Senate should add a rider to each budget bill that comes from the house or senate that adds the necessary language for the gas tax - though I don’t think this is possible since I believe amendments must be germane to the original bill.

    Either way it will be a fun showdown.
