That means, he said, that the State Board of Education should no longer be involved in day-to-day operations of various education programs. "To achieve our goal, I will be proposing legislation returning the Board of Education to the policy-setting mission envisioned in the Idaho Constitution," Otter said. "My plan also will reinforce the State Department of Education's role as THE state agency responsible for K-12 education." The assembled lawmakers and audience burst into applause.
