Gov. Butch Otter said, “On Monday we will be announcing for 2011 a no-growth budget.” He noted that even though he’s not imposed additional holdbacks on the current year’s budget since his September announcement of a 4 percent cut, state agencies have been put on notice to be ready for additional cuts of around 2 percent. “Even though there was no formal announcement, even though there was no executive order, that has been there for quite some time,” the governor said.

Everyone who’s surprised by this, please poke a sharp stick in your eye.
Let’s hope he doesn’t mean ‘no growth’ in the sense of ‘no economic growth’ caused by cutting our schools and laying off more people.

Without any significant pump priming (like maybe Fed stim cash?), there’s not going to be any growth for some time. The “invisible hand” of the market is too busy filling out resumes and job apps, to no avail of course. And of course we don’t want any stinking Fed stim money, that would be like admitting Keynes works.
