School-reform bill, among far-reaching provisions, directs funds to online course providers

Under the second bill in state schools Supt. Tom Luna's school reform plan, class sizes would increase in grades 4-12, and high school students would be required to take online courses; when they do, the school district would lose two-thirds of the funding for that student's instruction for that period, and that money would go instead "to the content provider of that online course," Luna aide Jason Hancock told the Senate Education Committee. He said the only exception to that would be if the district has a contract with a provider that sets other terms. The far-ranging bill also would phase in changes in teacher pay including a pay-for-performance plan; permit Idaho colleges and universities to operate charter schools; and phase in a program to buy a laptop computer for every Idaho high school student.
