Instant racing: ‘A policy question’

Sen. Chuck Winder, R-Boise, said, “Just a comment. … I think from my perspective, we’re here to determine whether these machines are legal or not legal and whether or not they meet the test of what we authorized in 2013. And it just seems to me like we need some help. … It just seems to me like in order to do this whole process justice, we need some time to do that.”

Deputy Attorney General Brian Kane said, “The question here is really whether or not what’s been installed is what the Legislature thought was being installed.” The “true question for the Legislature,” he said, is “a policy question. … Is this the gambling that you intended to occur? … To me, that’s a question that you can only evaluate individually and through consultation with your constituents and constituent groups. It’s not necessarily the hard science of what the machine holds.”
