Ybarra’s new chief policy officer isn’t employed by state, instead hired thru Oregon temp agency

Idaho state school Superintendent Sherri Ybarra’s new chief policy officer, Duncan Robb, isn’t employed by the state Department of Education, Idaho EdNews reports, even though Ybarra announced in April that Robb was joining her team with a salary of $100,000. Instead, Robb is employed by a Portland, Ore.-based temporary employment agency that received a no-bid contract from the department, and charges $35,250 on top of Robb’s salary to cover things like unemployment insurance; Robb doesn’t receive state benefits.

Idaho EdNews reports that Robb could not be hired as a full-time state employee because Ybarra ran out of money appropriated for salaries, but had money in her budget to cover the contract. EdNews reporter Clark Corbin has a full report here.
