When Berry Pickers call (to report a situation like that involving the two jerks in "Ah'm Your Huckleberry" below) into the CPD do you call via 911?

A friend of mine had to call the PD yesterday to report an irratic(SP?) driver and she had to call 911, I often reach for my phone to report dangerous drivers but then stop because I don't feel that it's an emergency and don't know what other number to call.

Down in good ole Moscow it was much easier the number was posted on the cars 883-COPS!
