DFO: Judge James Judd reasoned as well as Solomon here: Allow the public to use the beach and direct the city to patrol and regulate the beach for the summer. That's the way it should be. This gives East Lakeshore Homeowners and the public an opportunity to test drive a solution that'd work for both sides, if stubborn individuals will allow it to do so.
