Randy Stapilus, explaining category: “Think ‘change agent’ rather than ‘powerful person.’ An Idaho example may make the point. State Democratic Party Chair Richard Stallings is on this list, and state Republican Chair Kirk Sullivan is not. That does not mean Stallings, as a leader of the Democrats, is more “influential” in the power corridors of the state than Sullivan, who is a well-regarded leader of the group that utterly dominates state politics. But the Idaho Republican Party hasn’t had any great need to go through massive changes recently – it’s been a successful organization - and so it hasn’t here.”
