DFO: Sometimes, I wonder why the Spokane cops have all these problems but law enforcement in Kootenai County doesn’t. I wonder: 1. Do we have better officers out here? 2. Are problems in the Spokane department to be expected because it’s a much bigger one? 3. We’re better at hiding things? 4. We’ve been lucky so far? 5. Other?
