Although Bush is in the tank with a 31% approval rating, the poll numbers don't mean much in individual House districts, where the old bromide comes into play: All politics are local. Only a coupla dozen House seats are truly in play because most representatives are fairly secure in their own districts. On the other hand, the R's picked up --- what? -- 50 seats in 1994 to gain control? It's doable. But not as easy as it looks in May.
