Spencer: Emissions Bill Will Cause Problems
Spencer sent the following letter to HBO
The House and Senate have voted to start testing auto emissions in Idaho, and all cars over five years old must be tested if they are in an “airshed… within a metropolitan statistical area, as defined by the United States office of management and budget…” Due to our proximity to Spokane, as well as the fact that we are regulated by their “no-wood burning” regulations, we will undoubtedly be under the new requirements if the Governor signs H 586 into law. This law was poorly written, and would require that cars not passing their test would be prohibited from being re-licensed. My concern is the undue hardship this would place on the average person, who might not be able to make costly repairs to their car. If they can’t afford to repair or replace their car, how will they be able to get to work?/Larry Spencer. More here
