Judges for the U.S. Court of Appeals For The Ninth Circuit from left David R. Thompson, N.Randy Smith and Stephen S. Trott were at the new federal courthouse in Coeur d’Alene on Monday for a special sitting. The Ninth Circuit Court of Appeals hears appeals of cases decided by federal agencies and federal trial courts in nine western states and two Pacific Island jurisdictions.
