BillMc Explains Reason For Some DQs

As you can imagine, there's a lot of suspicion at OpenSewer-Dot-Com today re: why so many signatures were thrown out by County Clerk Cliff Hayes' Election Department & other hired hands. Some on the site -- and on the Coeur d'Alene Press Online site -- are questioning whether the Idaho State Voter Registration System was working properly. However, to his credit, Bill McCrory provides a simple explanation why many of the signatures might have been rejected. The signers had a Coeur d'Alene mailing address and thought they were eligible to sign the petitions. But they live outside city limits and aren't eligible. Mr. Bill writes in a comments thread under an understated post about Cliff Hayes final disqualification percentage (there was no follow-up announcing the official results of the recall failure): "It is the elector’s responsibility to acquire that information and to get it clarified if they don’t understand it." Question: Why do you think so many -- 23% of the total -- signatures were disqualified?
