Library Boots Signature Gatherer

Seems there's more to the story about that "aggressive loiterer" being kicked off Hayden Public Library property Monday afternoon. (See PM Scanner Traffic Monday, 4:28 item.) The Kootenai County Democrats Facebook site reports: "Sky Adams was gathering signatures today in front of the Hayden public library for Americans Elect. Adams says that, after standing outside for four hours and collecting 67 signatures, someone complained. The Sheriff showed up and issued a "no-trespass" order against him. The library is public property, so doesn't Adams have the right to collect signatures in a public place? Does anyone know of a reason this would be illegal?" I'm not sure what Citizens Elect is -- or why Sky Adams was collecting signatures for the group. But it still raises a question that's being debated by the Democrats (thread here):

Question: Should citizens be allowed to collect signatures in public library parking lots?
