Child Abuse?

On the PM Scanner Traffic Wednesday, I posted a “child abuse” complaint. Seems someone had left children in a vehicle while shopping at the Hayden WalMart. A deputy was called to the scene. Now, I know that things are way different today than when I was a kid. But my mom used to leave us kids in the car while she ran in for groceries or some other shop. All. The. Time. I suppose she didn't want to be bothered by us asking for something. Or she might have wanted a few moments of solitude from all our noise. I didn't consider it child abuse then — and, depending on the age of the children, I don't consider it to be so now. What do you think?

Question: Is it child abuse to leave children in a car while a parent(s) shops in a store?
