Do Shoplifters Roam Wild?

As I listen to my police scanners at Huckleberries HQ, I often wonder whether most stores simply allow shoplifters to get away with five-finger discounts. About the only ones that I hear reguarly calling the police are: the various Super 1 and WalMart stores, as well as Shopko. Occasionally the 911 dispatchers will mention another store that caught a shoplifter. But it's rare. So what's up?

Question: Are other stores in the local area aggressive in catching shoplifters?
