Raul Seeks Answers?

A postcard from Congressman Raul Labrador landed in my mailbox over the weekend. The first three multi-choice questions aren't leading. But the last 4 are. For example, in question No. 6, Labrador asks: "President Obama has launched airstrikes in Syria and Iraq, and sent troops there. I believe Congress, not the President, should decide whether to declare war. Do you believe Congress should vote on this new war?" The four options are: 1. Yes, and Congress should reject it, 2. Yes, and Congress should approve it, No, the President should decide, and 4. Other/Unsure.

Question: Is this a good use of congressional mailing privileges?
