‘Subtract The Words’ Vote Tonight

Resolution that will go before the Kootenai County GOP Central Committee Tuesday night:

"Whereas, There exists no natural right to make a contract with an unwilling private person; and
"Whereas, The right to make contracts is therefore always a right to enter into binding agreements such as employment or rental contracts only with willing second parties; and
"Whereas, The Idaho Legislature has recently refused to further interfere with this natural right by voting against creating new categories to the Human Rights Act; and
"Whereas, This refusal, while justified, maintains unfair government interference in the free market, creating a situation where an adherent to the Christian value system is not obligated to associate with a member of the LGBT community, while a member of the LGBT community is legally obligated to associate or contract with this same Christian; therefore ...
Resolved, That the Kootenai County Republican Central Committee urges the Idaho Legislature to remove "Religion" from the 'Idaho from the Idaho Human Rights Act."

Question: I think I know where the anonymous sponsor of the resolution is going with this proposal. But that fourth whereas is so poorly written that I'm struggling to figure in out. Anyone?
