The Clean Water Act, a series of amendments to a limp 1948 law, was approved by Congress 40 years ago and put into action by the Environmental Protection Agency. RIVERS — A federal study released Tuesday found more than 100 toxic substances from everyday life are making their way through wastewater treatment plants into the Columbia River.
