The owner of two Spokane businesses suspected of being prostitution fronts was released from jail Thursday after being arrested Wednesday.
William R. Westover, 41, faces money laundering and promoting prostitution charges after a 14-month investigation culminated in raids at eight suspected brothels.
Westover owns the Far East Oriental Spa, 213 E. Sprague Ave., and the Asian Spa, 3130 N. Division St. Investigators with the Airway Heights Police Department developed confidential informants after a prostitution sting at Northern Quest Casino.
One of those informants applied for jobs with Westover and told detectives he had her display her naked breasts. Another informant said she gave Westover a massage and had sex with him, accepted payment, then declined his job offer.
Also, according to court documents, “during an interview with a confidential informant, Westover told the confidential informant that she could use a condom for a client the first time she saw the client but was not permitted after that.”
Police reviewed Westover's bank records and found he'd made 41 large deposits between January 2010 and April 2012 totally $165,000.
Six people connected to five other suspected brothels were released from jail Wednesday.
A man arrested after a woman saw him wearing a red g-string and no pants outside a Girl Scouts gathering will be released from jail but must register as a sex offender for 10 years.
Martin J. Green, 29, pleaded guilty today to felony second-degree burglary and a gross misdemeanor sex offense of communication with a minor for immoral purposes.
Green was credited for time spent in the Spokane County Jail, where he's been since his arrest Jan. 22. A woman called police after spotting Green without pants outside the building at 1404 N. Ash St., where the Girls Scouts were hosting a slumber party.
Police say Green was wearing sweat pants when they caught up with him after a brief foot chase, but they were untied and he had a “pocketful of condoms.”
Green's g-string, pocketful of condoms and lack of pants “gives me a great cause for concern for our community,” a prosecutor said at his first court appearance.
A man arrested for voyeurism outside a Girl Scouts gathering in Spokane was wearing a red g-string and no pants when a woman spotted him early Sunday, officials say.
Martin J. Green, 29, had a “pocketful of condoms” in his untied sweat pants when police arrested him after a brief foot chase near the Girl Scouts office at 1404 N. Ash St., said Deputy Prosecutor Patrick Johnson.
Green's g-string, pocketful of condoms and lack of pants “gives me a great cause for concern for our community,” Johnson said today at Green's first court appearance.
Assistant Public Defender Mike Elston disagreed.
“I fail to see the significance of the allegation of the g-string or the condoms,” Elston said. “The allegation is he looked through a window.”

Officers responded to the office about 12:45 a.m., where the group was holding a slumber party. Police lost sight of Green but caught up with him in the 1700 block of West Mission Street.
A Girl Scouts employee identified him as the shoeless man she saw looking into the building's windows while holding his pants in front of his legs, police said.
Green told police he left his home in the 1500 block of West Sharp Avenue after an argument with his girlfriend and happened to walk by the building. Green said he didn't know the building belonged to the Girl Scouts but he ran because he knew he was trespassing, according to court documents.
Green served eight years in prison in Georgia for a violent crime conviction in 1999, according to court testimony.
Superior Court Judge Annette Plese today set his bond at $10,000. He's to be arraigned Feb. 7.
A Spokane woman set to serve four months in jail for money laundering has been charged with another felony after corrections deputies found drugs during a strip search.
Rebecca Suzanne Townley, 33, had pills and suspected marijuana concealed in a condom when a corrections deputy searched her during booking on July 27, according to the Spokane County Sheriff's Office.
Another deputy also saw the contraband during the search, according to court documents.
Townley later admitted to investigators that she'd smuggled the drugs into the jail, documents say.
She appeared in Superior Court on Friday on a charge of prisoner in possession of a controlled substance.
A Spokane Valley man with HIV who had unprotected sex with two girls has been sentenced to 31 months in prison.
Edward I. Casto, 20, will be credited for 212 days served in the Spokane County Jail. He was arrested last October.
Police said he told his 15-year-old girlfriend he had HIV when their relationship began but didn't use a condom when he had sex with her and didn't tell her friend, also a minor, that he was infected.
Casto pleaded guilty to second-degree assault and two counts of first-degree possession of depictions of a minor engaged in sexually explicit conduct and was sentenced by Judge Maryann Moreno last week.
His arrest came less than a week after another Spokane Valley man, Zuriel E. Roush was sentenced to 87 months in prison for lying to his sex partner about his HIV status.
BELLINGHAM, Wash. (AP) — A burglar who broke into vacant sports bar in Bellingham got away with a condom machine.
Police spokesman Mark Young also says an ATM machine was damaged in the break-in early Tuesday at the old Quarterback Pub. It's been closed for more than a year and fixtures are being auctioned.
The Bellingham Herald reports an auction company employee discovered the burglary. It's unknown if any condoms were left in the machine.
