Retired chief justice will serve on Zehm overview committee

Gerry Alexander, who retired last year as the chief justice of the Washington State Supreme Court, will serve on the city's Use of Force Commission.

The commission was created last year by former Mayor Mary Verner to review the city's handling of the police confrontation that resulted in the death of Otto Zehm in 2006. Mayor David Condon endorsed the concept and supported her choice of former Gonzaga Law School Dean Earl Martin to lead it.

Membership of the five-member committee was announced at a City Council meeting on Monday by Council President Ben Stuckart. The council is set to confirm the membership next week.

The vice chairman will be former attorney Bill Hyslop, who served as the U.S. attorney for Eastern Washington during the administration of President George H.W. Bush.

The other two members will be Ivan Bush, the Spokane Public Schools' equal opportunity officer; and Susan Hammond, director of outpatient and psychiatric services for Spokane Mental Health.

Condon has said he hopes the commission concluds its review by June.

    Just wondering if any of these people have actually ever had “force” used against them, or been trained to use it on others. Intellectual understanding of these issues is one thing… but other than the nice man on the Equal Opportunity side ( likely a person of color) will have a clue about the way our low income, mentally ill, and disabled, and homeless vets and others are treated on a daily basis. John/Gus

    I would have liked to see you on there. I do think Ivan Bush is a good man, and will be able to offer some perspective regarding the African American Community. I just don’t know about this “Commission”.

    I do know this, “Mr. Martin” had some kind of a concern regarding OPM (Open Public Meetings) guidelines because he emailed Howard Delaney and Delaney in turn emailed him the OPM guidelines from the MRSC (Municipal Research and Services Center of Washington). In the same email Delaney sent him links to the following; WA Assoc. of Sheriff’s and Police Chiefs, Washington City/County Management Assoc., Washington Association of Municipal Attorneys, and the Washington Assoc. of Prosecuting Attorneys.

    I wonder if the Commissions meetings are going to be open to the public and the media, and whether they will take public testimony. I think that might be a good idea, but some how I think…. not.

    I’m not sure what this “Commission” is all about, or exactly what they are tasked with doing. My hope is that it is a review of “Use of Force” issues with the SPD from an overall perspective and not the Zehm case as has been reported, because I don’t think it is a good idea to have a “Commission” looking into the Zehm case when the possibility exists that criminal conduct beyond Karl Thompson might be investigated by someone with prosecutorial powers, as well as the possibility of a DOJ P&P evaluation process taking place.

    Let me see if I’ve got this right…there are three Lawyers and two “Folks”. So the lawyers have the “Folks” out numbered. Trust me on this one John, been outnumbered by lawyers a number of times, and it’s no cake walk…. consider yourself lucky you didn’t get on the “Commission”. :) :)

    BB it is actually easier and better to advocate from the Outside via the Media… and E mail than to actually be on the commission/committee… If it is a Commission it may have different Open Meeting requirements…. I’ll send a note to Mr Stuckart and inquire…. ( I worked on his campaign so i can pester him once in a while).. seems to me they should be open… and also interview folks and take testimony from folks like you and me that have on the street in the trenches experience. thanks for the comments always gus

    Greetings Mayor Condon, Council President Stuckart, Mr Delaney,

    There are many of us in the community that are very interested in observing the proceedings of the Use Of Force Commission as they go forward.
    While the members of the Commission are likely highly educated, some of us ( who are also highly educated) have deep concerns about the “breadth” of the Commission and the street credibility of the Commission with the folks that are most affected by the Police Tactics currently approved.
    If you could inform me of your understanding of the Public Open Meetings rules/legislation with regards this particular Commission it will be greatly appreciated.

    BTW, I voted for Ben Stuckart…I had to or my wife would have killed me if I didn’t. She thought he was one of the best kids to come out of Jefferson Elementary School. Of course one would have to question her judgment when it comes men.

    John, As you know, like BrianBreen, I would like to see you on this commission for several reasons - your experience, your compassion, your insight, your direct daily connection to the streets.

    Will you be sure to let us know what your hear back about the open-meeting laws in regard to this commission?
