House takes up marijuana taxes

OLYMPIA -- The House has a major rewrite of the state's marijuana taxes, but that proposal has several amendments.

Here's how the debate is going:

A proposal to remove sales tax from medical marijuana, making it on par with prescription drugs, failed.

A proposal to give more money to cities and counties to help with the the effects of marijuana, passed.

A proposal to allow UW and WSU researchers to work with Native American tribes, passed.

A proposal to require any city or county that bans marijuana businesses to put the ban to a public vote, passed. The gavel came down after the Yes votes were shouted and before Speaker Pro Tem Moeller called for the No votes. A small time out for a cooling off period.

A proposal to allow the governor to negotiate compacts with Native American tribes on marijuana-related issues passes.

A proposal to allow minors who are arrested with marijuana the option of being sentenced to community service rather than the mandatory fine and a 24-hour stint in detention or jail, passes.

A proposal to "de-link" it from the  Cannabis Patient Protection Act, which passed earlier, fails.

The overall bill passed, with the approved amendments, passed on a vote of 67-28.
