Oil barrel fee not likely, key Democrats say

OLYMPIA — Gov. Chris Gregoire's proposal to place a $1.50 per barrel fee on oil refined in Washington state appears close to dead. Two key Senate Democrats said as much today in separate settings.

Sen. Mary Margaret Haugen, D-Camano Island, chairwoman of the Senate Transportation Committee which would decide how to spend the money the proposed fee would raise, told a breakfast gathering of the state Good Roads and Transportation Association she believes, like most Republicans, that it's really a tax, not a fee. The difference is more than just semantics. A fee can be passed by the Legislature on a majority vote, which Democrats have in both  houses; a tax needs a two-thirds majority, which they don't have.

The final decision on fee v. tax would rest with Lt. Gov. Brad Owen, who presides over the Senate, but Haugen said she thinks he'd rule it a tax, too.

Senate Majority Leader Lisa Brown of Spokane said this afternoon the proposal is “not getting any momentum” in the Senate Democratic Caucus. Translation: don't bother putting a mirror under its nostrils, this idea isn't breathing.

Senate Transportation Budget: No $ for Keller Ferry

OLYMPIA – The two legislative committees trying to decide how to spend nearly $9 billion on transportation over the next two years “largely agree” on how to spend it, Sen. Mary Margaret Haugen said Tuesday.
Neither would seek an increase in the gasoline tax this year, although some members of both panels say that could happen in 2012. Both would spend nearly $72 million on the next phase of Spokane’s North-South freeway.
There is one big difference between the two budgets for Eastern Washington, however. The House proposal sets aside some $12 million to replace the 63-year-old Keller Ferry, which crosses the Columbia River between Ferry and Lincoln counties. The Senate proposal sets aside no money to replace it, and specifically states  that none be spent.
“As long as the boat continues to float, I’m not so sure it’s as big a priority,” Haugen, the Camano Island Democrat and longtime head of the Senate Transportation Committee, said as the panel’s spending plan was released…

Wrapup: I-960 suspension passes the Senate

OLYMPIA – The Legislature would be able to raise taxes this session and next with a simple majority vote under a bill approved Tuesday in the state Senate.

In the most contentious Senate debate this year – one that constantly invoked “the will of the people” and at one point became a showdown between grandmas in the chamber – Democrats suspended the need for a supermajority on tax increases imposed by voters in 2007.

Just hours after a 26-23 victory, however, they said they’d made a mistake and intended to suspend all the requirements of Initiative 960, including the need for statewide advisory votes on any tax they choose to raise. Sen. Margarita Prentice, D-Renton, the bill’s prime sponsor, said in an evening press release the majority party will bring up a new version to the Senate floor “as soon as possible … to suspend I-960 in full until July 2011.” (WEDS update: Senate Democrats expect to introduce a bill to “fix” that problem sometime today and suspend all of I-960 for that time period.
