For many, growth management, planning and rezoning doesn't mean much until someone starts building apartments right next door. On Thursday, the Spokane Valley Planning Commission is working through an agenda with more than a dozen citizen initiated rezoning applications - including some along Fourth Avenue that have upset neighbors.

Fluegal said an apartment complex that's being finished next door to her home is too imposing and she doesn't want any more apartments in her neighborhood.

Public comment is encouraged at the Planning Commission's meeting.
