Lawsuit alleging that Mark Hamilton is not qualified

Two residents are alleging that Mark Hamilton, a candidate for Spokane's Northeast council district, is not qualified for the ballot. They say he didn't meet the minimum one-year residency requirement when he filed to run for office last month.
