The Spokesman-Review asked the candidates for Spokane County Commissioner, District 1 five questions about different issues. Below are the questions and each candidate's stance on the issue.

Do you support the Spokane Tribe's plan to build a casino near Fairchild Air Force Base?


Candace Mumm (D): Neutral
"Supports the process" that led to its approval.



Nancy McLaughlin (R) No
Has concerns about potential impact on Fairchild.

Josh Kerns (R) No
Has concerns about potential impact on Fairchild.

ISSUE:

Would you consider increasing the number of members on the commission?


Candace Mumm (D) Yes
But, "We need to do our homework on how much that would cost."



Nancy McLaughlin (R) Yes
Yes; believes more commissioners can provide better representation.

Josh Kerns (R) Yes
Believes more commissioners will eventually be needed to represent the county's growing population.

ISSUE:

Do you support the county's recent settlement with neighborhood groups that blocks expansion of the Urban Growth Area?


Candace Mumm (D) Yes
"I agree with them to stop spending money on expensive lawyers on cases they're going to lose."



Nancy McLaughlin (R) Yes
"Neither side is 100 percent happy, but I think the important thing is that this creates predictability for our developers and builders."

Josh Kerns (R) No
Says the boundaries must be expanded north into the Colbert area, where the price of land is too high.


ISSUE:

Would you consider tax increases to pay for social services, such as roadwork and jail improvements?


Candace Mumm (D) Yes
Would prefer to curb wasteful spending.

Nancy McLaughlin (R):  No
"You either have to raise taxes or grow the tax base. I am a grow-the-tax-base kind of person."

Josh Kerns (R): No
Wants to "hold the line" on all taxes.
