The Spokesman-Review asked the candidates for District 9, House Seat 1 seven questions about different issues. Below are the questions and each candidate's stance on the issue.

Do you support a carbon emissions tax like the one proposed in Initiative 732?

Would you support replacing the business and occupation tax on gross receipts with another tax? If so, what tax?


Mary Dye (R) Yes
We shouldn't tax businesses, but reduce government spending and tax consumption through sales tax.



Jennifer Goulet (D) Yes
We should explore alternatives such as a single margin tax so businesses pay based on what they actually made.

ISSUE:

Do you agree with the state Supreme Court's McCleary decision that the state has not properly funded public schools?


Mary Dye (R) No



Jennifer Goulet (D) Yes


Hailey Roemer (R) Yes


ISSUE:

Based on current projections, state revenue will not be large enough to cover improvements to public schools in the two years starting in the summer of 2017. Where would you get the money needed?


Mary Dye (R)
Streamline the Office of the Superintendent of Public Instruction, because it's more important that the money goes to the teachers in the classrooms.



Jennifer Goulet (D)
Scrutinize tax exemptions given primarily to large, multinational corporations to determine which should be renewed, which should be renegotiated, and which should be allowed to expire. Specific tax exemptions unknown at this time.

Hailey Roemer (R)
Possibly a marijuana tax increase.

ISSUE:

Do you support the Human Rights Commission's rule that allows transgender people to use public facilities based on their gender identity?


Mary Dye (R) No
Would never support a non-elected, appointed commission to make law.

Hailey Roemer (R) Undecided
Supports the recommendation, but thinks it's unenforceable, and won't support state legislation on the subject either way.

Do you believe the state minimum wage should be raised, and if so by how much?

It should be determined by the cost of living in a particular area.

It should be determined city by city.
