Tracy Oetting, a proponent of a "one strike, you're out" initiative for violent sex offenders in Washington state, holds up signs May 6 and asks for bikers at Cruisers, a bar in Stateline, Idaho, to carry them on Dylan's Ride, a motorcycle rally to gather signatures for the initiative. The law is named for Dylan Groene.
