Cocoa Butter, a Shih Tzu, was snatched out of her owner Tom Tuffin's car and slammed against the outside wall of Spokane City Hall by man who chose to beat the dog instead of his girlfriend. The 5-pound dog suffered extensive injuries during the June attack, but she's still alive and recovering.
