Rusty and Nancy Nelson, the heart and soul of the Peace and Justice Action League of Spokane, stand Friday outside their home near Rockford with two new kids from the goat herd they share with a neighbor. The couple are retiring from their leadership role after almost 20 years at the nonprofit.
