Phillip Arnold Paul is searched by authorities after his arrest in Goldendale, Wash. He was captured Sept. 20, three days after he slipped away from the staff of a mental institution during a trip to a county fair. He was found more than 180 miles away on the side of a highway. With a helicopter overhead and dozens of federal, state and local law enforcement officers swarming around Goldendale, 47-year-old Phillip Arnold Paul walked out to a highway in south-central Washington state, Sept. 20, 2009, just as search personnel arrived at the scene, Klickitat County Sheriff Rick McComas said.
