Sen. Chuck Winder, R-Boise, pitches a bill Tuesday to require review of all sales tax exemptions at least every five years, and to make all new exemptions expire within five years. It's the third of three bills proposed this session with that aim; Idaho's exemptions and exclusions from its sales tax exceed the amount it collects.
