Repairs, new lookout, cleanup: Workers stand above a closed spillway with a barge and crane in the Spokane River at the Upper Falls dam on the east end of Riverfront Park on Thursday. As river flows hit their summer lows, crews are beginning several projects around Avista’s dams in downtown Spokane, including repairs on the dams, a new viewing platform near the upper dam and removing sediment behind the Monroe Street dam. Most of the projects are to satisfy specific requirements in the dams’ 50-year relicensing agreement.
