The Columbia River flows past Astoria, Ore., under the bridge connecting Oregon and Washington. A dredging project will allow ocean-going ships to carry fuller loads up the Columbia to the Port of Portland, linking maritime traffic to the key railroad center for the Pacific Northwest.
