A southern Sudanese police officer stands guard during a ceremony marking the opening of a new, US-sponsored electrical power plant in Kapoeta, southern Sudan on Friday, Feb. 4, 2011. US Consul General, Ambassador Barrie Walkley and other ranking American officials traveled to the remote region to formally handover the power facility which will provide electricity to many areas of the county. Kapoeta and other regions of Eastern Equitoria State were badly devastated by more than twenty years of civil war in southern Sudan. During the war, Eastern Equitoria was a supply line for southern rebels and was therefore the scene of vicious fighting. Today, Eastern Equitoria remains acutely underdeveloped and rife with banditry, landmines, tribal clashes and general insecurity.
