Chris Clark, of Deer Park, ties a list of concerns over proposed cuts in the state budget to the string of helium balloons Tuesday on the state Capitol steps. Protesters had planned to bring the balloons inside and let them loose, so they’d rise to the top of the dome, but state officials said the balloons wouldn’t be allowed inside. They tied them into a tree shape and tied them to a weight outside.
