Sandbags rim the perimeter of the World Trade Center Memorial and construction site after the memorial was closed by flooding in the wake of Superstorm Sandy, Monday, Nov. 5, 2012, in New York. Joe Daniels, president of the National September 11 Memorial and Museum, said that water that rushed into the site has been pumped out and the memorial will reopen to the public Tuesday.
