Robert Mitchell, an advisor with KPMG LLC hired by Idaho to advise the state on creating an insurance exchange, answers a question on Tuesday, Oct. 9, 2012, in the Idaho Capitol in Boise. Mitchell told members of a panel investigating the issue that it’s likely too late for Idaho to set up a state-run exchange, and the state will likely have to work with the federal government to create a marketplace for small businesses and individuals to buy their insurance come 2014.
