FILE - A U.S. flag flies at half-staff on Main Street in Newtown, Conn. on Saturday, Dec. 15, 2012 in honor of those killed when a gunman opened fire inside the town's Sandy Hook elementary school. In just a four-month span, New England has been the backdrop for two incidents of mass carnage - the Dec. 14, 2012 shootings in Newtown, that killed 20 children and six staff members at the school, and the Boston Marathon bombings on April 15, 2013 that killed three people and injured more than 260.
