Gov. Booth Gardner talks with teachers during a visit to Spokane’s Chester Elementary School in April 1990. The visit was in response to an invitation from Chester third-graders to talk about how reading and writing had been important in his life. The students had written politicians and celebrities as part of a literacy project.
