An inmate sleeps in a crowded cell in 2014 in the Spokane County Jail. As the county seeks ways to upgrade and ease overcrowding, Sheriff Ozzie Knezovich says 70 percent of the jail population is at high risk to reoffend. “We are incarcerating the worst of the worst,” he said.
