A worker welds new Inconel-coated pipes into one of two boilers that had been shut down for renovations at the Waste-to-Energy Plant in Spokane on Wednesday. The city of Spokane would give up control of the Spokane Regional Solid Waste System but retain ownership of the Waste-to-Energy Plant in a proposed agreement with Spokane County.
