“I’m homeless right now,” Kenneth “Pops” Frank said Wednesday as he played guitar at St. Vincent de Paul’s Fresh Start drop-in center on East Sherman Avenue in Coeur d’Alene. The city is leading a discussion on how to revitalize the corridor, which includes bars, restaurants, transitional housing and a mix of retail shops.
