Should the United States apologize to Japan for dropping the atomic bomb in 1945, and did President Truman make the right decision in authorizing it?

“No, and based on the facts he had before him, yes,” President Clinton said in answer to the question after his speech Friday to the American Society of Newspaper Editors.

The administration has been criticized by veterans groups for appearing to shy away from using the term “V-J Day” - Victory over Japan - to avoid alienating Japan.
