Cities Elect Highway District Representatives Post Falls, Worley Voters Decide On Two Seats Each For Road Councils

A farmer and water works employee were elected Tuesday to two seats on the Post Falls Highway District, district clerk Leigh Cossette said.

To the south, voters elected two retirees, John Kendra and Thomas St. John, to the Worley Highway District.

In the Post Falls races, Terry Werner, with 213 votes, will represent the area around Hauser Lake.

His opponent, retired insurance agent Paul Foeller, received 137.

Werner works for the Post Falls water department.

Farmer Lynn Humphreys got 184 votes, earning him the State Line area seat.

He had three challengers: race track owner Joe Doellefeld (96 votes), Doug Boseth (33 votes) and surveyor W. Brant Morris (42 votes).

Werner and Humphreys will take over for eight-year highway board member Gary Cook and 15-year veteran Paul Ziegle.

They are stepping down Oct. 1.

Bob Wilbur remains the board chairman.

The Post Falls Highway District covers 210 miles of road, including most of the Rathdrum Prairie and surrounding hills.

In the Worley Highway District races, John Kendra garnered 151 votes to win the Cougar Gulch district seat.

Randy Rurey got 40 votes; Roger Unland got 96.

The race for the Worley-area seat was close, with Thomas St. John earning 138 votes to William Waddell’s 128.

A third contender, Robert Wienclaw, got 28 votes.

Kendra replaces seven-year board member Ray Mobberley.

St. John replaces four-year member Jeff Bloomsburg.

The incumbents are stepping down Oct. 1.

The remaining board member, Paul Hull, is in the middle of his second four-year term.

The Worley Highway District manages 182 miles of roadway on the west side of Lake Coeur d’Alene, from the city of Coeur d’Alene to the Benewah County line.
