The CFL closed its three-day owners meetings not knowing which franchises would be playing next season. Whichever teams do play in 1996 will work under a leaner salary cap.

There’s also still the matter of where franchises currently in Baltimore and Shreveport will play next year.

Baltimore owner Jim Speros is looking at Houston and Richmond, Va., but isn’t ruling out remaining in Baltimore. Shreveport owner Bernie Glieberman wants to move to Norfolk, Va., but didn’t file the proper relocation papers to the league as expected this week.
