Reliever Rob Dibble and the Chicago Cubs agreed to a minor-league contract and Dibble will report to spring training as a non-roster player.

The fireballing Dibble, who will be 32 next month, was 1-2 last season for the Chicago White Sox and the Milwaukee Brewers. The right-hander has spent seven seasons in the majors, mostly with Cincinnati.

He missed virtually the entire 1994 season after arthroscopic surgery on his right shoulder.

The Los Angeles Dodgers finalized their infield plans for 1996 by re-signing starting second baseman Delino DeShields to a one-year contract.

The club also is continuing discussions with freeagent pitchers Tom Candiotti and Kevin Tapani. And general manager Fred Claire reiterated he hopes to be able to trade former starting shortstop Jose Offerman by the Dec. 20 deadline to tender contracts for 1996.

Former Cy Young Award winner Mark Davis and the Florida Marlins agreed to a minor-league contract, and the left-handed reliever was invited to spring training as a non-roster player.

The president of the Bellingham (Wash.) Giants has agreed to a new lease with the city that increases next year’s ballpark rent by $120 per game. But in a letter to the Bellingham City Council, Jerry Walker said he had been badgered into agreement.
